Introduction to City of Greater Dandenong Online Compliance

REGISTRATION
Contractors seeking registration and pre-qualification must demonstrate that the following requirements have been satisfied.

In addition, the contractor's nominated sub-contractors must also demonstrate that the requirements set out below for Quality, Safety and Environmental Management Systems have been satisfied.

Irrespective of registration and pre-qualification status, successful tenders for the Council's contract works must satisfy any specific contract requirements in respect to the following requirements.

INSURANCE AND WORK COVER
It is a requirement of each contract for the contractor to take out a Public Liability Policy of Insurance in the joint names of the City of Greater Dandenong, the contractor and all sub-contractors employed in relation to the works for the amount set out in any Tender Documents.

The Policy must include a cross-liability clause in which the insurer agrees to waive all rights of subrogation or action that it may have or acquire against all or any of the persons comprising the insured and for the purpose of which the insurer accepts the term "insured" as applying to each of the person comprising the insured as if a separate policy of insurance has been issued to them (subject always to the overall sum insured not being increased thereby).

Details of the contractor's current insurance policies must be included in the application for registration and pre-qualification, together with evidence that the contractor is registered as an employer.

 
RISK ASSESSMENT
It is a requirement of each contract for the contractor to complete a Risk Assessment Form in relation to the contract works and be submitted to the Superintendent for approval prior to commencement of any contract.

The primary objectives of the Risk Assessment are to:
  • identify hazards associated with contract specific tasks and activities;
  • determine the level of risk;
  • establish appropriate risk control measures.
Each major or significant task or activity associated with the contract shall be assessed in terms of the associated hazards. When all hazards have been identified the most likely outcome as a result of an incident shall be determined.

Risks shall be classified according to the following schedule:
Class 1Potential to cause death or permanent injury.
Class 2Potential to cause one or more lost time injuries.
Class 3Potential to cause an injury treatable with first aid.
 
OCCUPATIONAL HEALTH & SAFETY MANAGEMENT SYSTEMS
It is a requirement of each contract for the contractor to plan, develop and maintain a documented Occupational Health and Safety Plan detailing the health and safety systems and procedures which will apply during the term of the contract.

The Health and Safety Plan will be reviewed by the Superintendent prior to commencement of the contract and will be subject to his/her approval.

The Health and Safety Plan shall be reviewed at regular intervals throughout the contract to ensure that it is maintained in an up to date condition. The Contractor’s Health and Safety Plan, and associated documents, will also form the basis by which its management systems and work sites will be audited by the Superintendent.

As a minimum, the contractor must meet the health and safety requirements set out in part 5.1 of the Occupational Health and Safety Regulations 2007 which commence on 1 July 2008.

ENVIRONMENTAL MANAGEMENT SYSTEMS
It is a requirement of each contract for the contractor to plan, develop and maintain a documented Environmental Management System ("EMS") for registration for certain categories.

Contractors and Service Providers to Council shall, as a minimum, comply with the requirements of the Catchment and Land Protection Act 1994, the Environmental Protection Act 1970, other relevant legislation, Regulations and State Environment Policies.

In addition Contractors and Service Providers shall abide by all Ordinances, By Laws designated to protect the environment.

As a minimum, the contractors EMS must address those matters set out in the Environmental Management System.
